Why can't I select text in a PDF?
Last updated: 2 min readOptimize PDF
If you can't select, copy, or search the text in a PDF, the page is almost certainly a scan or photo — an image with no text behind it. Run the OCR PDF tool to recognize the characters and add an invisible, selectable text layer, and the page becomes searchable. OCR runs on your device, so the document isn't uploaded.

Quick steps
- 1Confirm the text won't select (the page is likely a scan).
- 2Open OCR PDF and choose the document's language.
- 3Run OCR and download the searchable PDF.
- 4If the PDF has real text but blocks copying, run Unlock PDF instead.
The usual cause: it's a scan, not text
When you scan or photograph a page, the result is a picture. There is no character data behind it, so Find (Ctrl/Cmd-F), highlighting, and copy-paste have nothing to grab.
A quick test: if your cursor won't turn into a text caret and dragging just draws a box over the whole page, the page is an image.
The fix: run OCR
Open OCR PDF, choose the document's language, and run it. PDFER recognizes the text and writes a hidden, selectable layer aligned to the glyphs — the page looks the same but is now searchable.
Less common: copying is restricted
Some PDFs do contain real text but set a permission flag that blocks copying. If the file opens without asking for a password, Unlock PDF can clear that restriction.
If the file demands a password just to open, you'll need that password first — restrictions can't be bypassed without it.
After you have real text
Once the page has a text layer you can select and copy normally, and PDF to Text or PDF to Word will extract the actual words instead of coming out blank.

Frequently asked
- Why can I see the text but not select it?
- Because the text is part of an image of the page, not real characters. OCR recreates the characters as a selectable layer over that image.
- Will OCR change how the page looks?
- No. The text layer is invisible and sits exactly over the printed words, so the page looks identical but becomes searchable and copyable.
- Is my document uploaded to run OCR?
- No. PDFER's OCR runs entirely in your browser, so the file and its text never leave your device.
- What if only some pages won't select?
- The document is a mix of real text and scanned pages. Running OCR adds a text layer to the image pages without harming the ones that already have text.
